Study On The Development Of Tai’an City Vegetables Professional Cooperatives

In the new situation of market competition is fierce day by day of vegetables, vegetable professional cooperative development, improve farmers organization degree, the level of production technology and industrialization level, is to ensure the quality and safety of vegetable products, enhance the market competitiveness, promote the important ways to increase peasants’ income. This paper used the method of comparative analysis, normative analysis and the literature method, taking Tai’an city as an example, the vegetables professional cooperatives development was analyzed, we found out the existing problems, based on practical experience of green vegetable professional cooperatives in Tai’an city, the countermeasures of development of vegetable professional cooperatives mention. Through analysis, we draw the following conclusions:(1) After the survey, the author has found that, the vegetables professional cooperatives in Tai’an city have experienced the development at the initial stage, stable stage and rapid stage. From the industrial point of view, those cooperatives can be subdivided into the leading enterprise, supply and marketing cooperatives to guide the type, characteristics of business driven and able leadership. The characteristics of its development is: to set up the way, to lead the formation of large type and leading type of village cadres; operation mode, cooperative based on individual household operation; service content, range is wide; the registration situation, mainly in industry and commerce department registration, by the entity operating.(2) The development of vegetables professional cooperatives in Tai’an city has produced good results, but there are many problems in the development process: construction organization and management mechanism ability is weak, not standardized organizational structure; management mechanism is not perfect, the movement mechanism is not perfect, management is not standard, the service level is low; chain short service machine system; management mode is monotonous, business model low interest distribution mechanism of single.(3) Through the investigation of vegetables professional cooperatives in Tai’an City, the questionnaire was constructed to collate, influencing factors, then use Logit model in econometrics, the data were analyzed by regression analysis. Analysis found that the development of vegetables professional cooperatives and the government role, vegetables professional cooperatives development scale, daily management level, technical level, cooperative ability of leaders with strong correlation, they are 10%(Z test value) level significantly; in the vegetables professional cooperatives sales levels, the level of financial management, brand building and farmers’ democratic the degree of correlation between the weak and the development, has the vegetables professional cooperatives, which have a certain relationship, significant but not strong correlation factor.(4) Several enlightenments to develop city vegetables professional cooperatives in Tai’an: to establish and perfect the supporting service industry system of modern agriculture technology, is the industrial base of cooperatives; based on the quality of products brand, is an important way to improve the cooperative; a sound management system, is the guarantee of healthy development of cooperatives; gradually improve the market circulation system, is an important measure to optimize the development of cooperatives; improve vegetable quality of science and technology, is the basic condition for the sustainable development of cooperatives.(5) We shall take the following measures to accelerate the development of Tai’an vegetable professional cooperatives: firstly, from the view of government. The government should pass legislation to provide support for professional cooperatives, strengthen policy support, provide a good environment for cooperation, increase financial support, vegetable brand development. Increasing capital, investment in science and technology, enhance the market competitiveness. To strengthen training, improve the quality of cooperative management personnel. Perfecting the system of agricultural products wholesale market, establish reasonable vegetable circulation system. Second, starting from cooperatives. Specification into agency procedures, strengthen the system construction, to regulate the management of the diversification of services. To expand sales channels; strengthen the professional cooperative association effectiveness; innovation of agricultural super docking mechanism, improve the integration level; improve the technology extension service system of vegetable; increase the brand building efforts; strengthen the cooperative learning and training. Again,from the point of view of members. A member of a cooperative should strengthen the self-learning consciousness, improve knowledge, cognitive ability, learning the knowledge of market economy and science and technology, culture, law, management knowledge, improve their own quality, improve training. Enhancing the collective consciousness, actively cooperate with cooperative production security work.
