The Evaluation Of Science And Technology Development Of GanSu Province Based On Fractal Theory

Gansu province is an important province in the northwest of China.It has been defined as a large industrial province since the reform and opening-up. In modern times, the progress of science and technology is the most important power of economic and industrial development. Both the establishment of "Lanzhou New District" and the proposer of "Silk Road Economic Belt" has brought opportunities for Gansu province. In this context, it is particularly important for Gansu to seize the opportunity to develop technology to make the economy driven by technological innovation real.Technology development is a complex system, which includes technological environment, scientific and technological inputs, output, and the promotion of social economy, etc. Therefore, a comprehensive index is needed for measuring the level of science and technology development. In this paper, the technology development ability is used for measuring the level of science and technology development of Gansu province. It can be simply understood as the capacity and efficiency of knowledge creation and application. The technological development capability determines the technology and social economic development strength of an area.Form the content of science and technology development capability, combined with the practice of science and technology development, establish the evaluation index system which includes 5 subsystems based on the principles of scientific, systematic and feasibility. Select the data of 2013, using fractal model to evaluate the level of science and technology development of 14 cities in Gansu province, using Theil index to analyze the differences between 14 cities in Gansu. The study results show that the level of the science and technology development exists space difference. It can be divided into 4 regions according to their level of development, and there are big gaps between the 4 regions. Combined with the low level of technological and social development overall, we should take measures which adapt the local conditions, take the superior with inferior measures, promote mutual leading role of technology and economy, to narrow the gap between different regions, to achieve the purpose of coordinated development.
