The Individual Business Low Social Insurance Participation Rate`s Causation And Countermeasure Research Of Zhengzhou

Along with the healthy and orderly development of market economy in China, the social security problem of individual economic organizations has attracted a lot of attention. "The Social insurance law of the People’s Republic of China” promulgated in 2011,which has had a profound effect on all kinds of economic organizations and greatly improved the social security status. Individual businesses,as the unique characteristics of the Chinese market economic organizations, who has small size, low threshold, operating flexibility, which has been in the social insurance coverage margins.This paper takes social insurance status of individual businesses of Zhengzhou City of Henan Province as the research object. Based on theories of civil rights, fairness and efficiency and motivation, this paper defines some concepts and analyses the the policy and present the social insurance situation of individual businesses in Zhengzhou. By making an analysis of existing contradiction in the process of individual business participation of social insurance, this paper put forward some suggestions. The conclusions mainly are the following:First, the individual business employees are willing to effect social insurance, but lack of confidence.We should create a good environment for effecting social insurance, strengthen the individual business employees’ confidence. Second, individual business employers not have a high-level income, while the social insurance payment rate at a high level and overburdened.Therefore, government support and financial support should be given, and the pressure of individual business social insurance cost should be reduced,then to stimulate their enthusiasm of participate in social insurance. In addition, the designed of social insurance institution of individual business is not perfect. There is lack of a systematic and high-level legal security system. Therefore, We must speed up the step of legislation of individual business social insurance, and formulate suitable law for individual business.Finally, the individual social insurance management existence some problems. There are some holes in social insurance registration and lack of administrative punishment rights. So,it is necessary to status social insurance organizations as the main body of administrative agency..We must promote service evaluation system and supervision and inspection mechanism,to build an orderly management mechanism, and deepen service consciousness of social insurance workers.
