Economic globalization provides new challenges and opportunities for thedevelopment of enterprises. Only to compete on the international market can companiesobtain better development. On the5th Plenary Session of15th Central Committee of CPC,Go-out strategy was proposed, which called for the Chinese enterprises going abroad, toopen up foreign markets. As the fine tip force in the internationalization strategy in China,the central enterprises play a key role. However, with the gradually expanding scale ofstate-owned enterprises foreign direct investment, the problem is following. Chinesecentral enterprise group is gradually formed along with state-owned enterprise s reform.Because property ownership of state assets is unknown, and supervision is belongmulti-sector, and the legal-system is not perfect, resulting in a large number overseas assetsof state-owned enterprises lost. Although the State-owned Assets Supervision andAdministration Commission was established in2003, and it was given the owner rights ofstate-owned enterprises, which has made certain achievements, however, state-ownedenterprises is still in the stage of reform, so there are still a lot of problems.This paper points out that supervision problems of state-owned enterprises’ overseasassets, by analyzing state-owned enterprises current situation about foreign directinvestment. By game analysis and draw on proven state-owned enterprises, this paper madea practice regulation model system of state-owned enterprises for Chinese foreign directinvestment and corresponding methods of supervision. Finally, Case verifies the feasibilityof the model system.
