According to “The Twelfth Five-Year Economic and Social Development Plan OfTianjin”, the Tianjin city government is to make greater efforts to develop the city’s tourismresources, build its own tourism brand and set the city’s development goals for tourism inthe next five years. It aims to develop the city’s tourism and build a new image of “NewStar in Bohai Gulf&Lesiure Capital of North China”. Nowadays, the national economyhas developed rapidly, within which the development of tourism is a key contributor.Therefore, the central government departments attach importance to the development oftourism. Tianjin is a coastal city with beautiful Bohai Gulf. In order to leave a deeperimpression on tourists, the focus of the city’s tourism is on Binhai New Area, which willdevelop recreation and entertainment to the fullest extent and perfect Haihe River sceneryline and offshore tourism projects. The tourism projects that have attracted a large numberof tourists mainly include Binhai Aircraft Carrier Theme Park, Mountain Scenic Areaand so on, which depend on visiting or sightseeing. Tianjin possesses tourism projects thatare influential in itself, lacking of large integrated projects that have global impact. The FXproject in this paper is one of the huge tourism constructive projects. It accords with thedevelopment planning of Tianjin tourism projects.Firstly, the current tourism market of Tianjin and China is investigated and analyzed.And the future development of the tourism market and the scale of the FX projectconstruction is predicted. Secondly, the basic condition of the construction and thefeasibility of the project are analyzed. Also the project is evaluated from the energy andenvironment aspects. Then a business plan, a schedule of the construction and some relatedregulations of the implementation process are developed. Then the investment estimationand financial evaluation are carried out. Also the financing and investment programs aredescribed. Finally, the social impacts of the project, the social adaptability of the projectand the social risks and related survival plans are analyzed.The FX project complies with national and local policies and the economy, Tourismdevelopment trends. It can promote local economy effectively. And it fills the blank ofTianjin tourism industry. This thesis analyzed the impact of FX project from site selection,finance, financing, and society. And it makes a development of the existing playground inTianjin, which is also the innovation of the thesis. The main deficiency of this thesis is thatthe date and regulations to predict the market is incomplete. The manpower is limited andthe related accordance needs to be improved.
