With the rapid development of the national economy and different policies ofpromoting the farmland transfer, the farmland transfer in China appeared the trend thatspeed accelerates. However, the development of rural land circulation market is stillvery slow, and the breaches of contract in the farmland transfer have occurred fromtime to time. Therefore, how to promote the farmland transfer market and landlarge-scale management must be solved. According to the investigation in HenanProvince, the land large-scale management upon family farms and farmer specializedcooperatives will be the inevitable trend of the development of the farmland transferfrom now on, which determines the farmland transfer appears the characteristic of“many to one”, that is the farmland collective transfer of many transferors choose onetransferee. In the farmland collective transfer, due to the constraints of the farmers’own endowment and resources, the decision-making behavior of each farmer may bedifferent, even may occur conflicts with the final decision made by the farmers groups.Therefore, the research on the decision-making behaviors of the farmland collectivetransfer, and find the final decision that makes each individual satisfied, will bebeneficial to reduce the breaches of contract in the farmland transfer and to guaranteestability and long-term of the farmland transfer.This paper choose10cities (Lingbao Hubin in San menxia, Xin an, Yi yang inLuoyang, Ji yuan, Qin yang, Yan jin, Chang yuan, Feng qiu, Xin xiang in Xin xiangand so on) as the research area, By analyzing the farmers’ decision behaviorscharacteristics and demarcating the rational degree of the farmers’ behavior, and points out that pursuing the maximization of economic benefits is not the only target of thefarmers’ behavior in the process of the farmland transfer, job channels diversificationand old-age survival safeguard are also the goals that the farmers desire to achieve.Moreover, it builds a group decision model in the farmland transfer based on thecooperation between the group and the individual feel satisfactory by analyzing thefarmers’ behaviors, then make an preference ordering about the possible transferschemes which are chose by the farmers group, consider the individual satisfactionbased on the group achieve satisfactory, and quantify the farmers’ decision-makingbehaviors.Finally, this paper puts forward some relevant policy recommendations based onthe above analysis: it is recommended that local governments should increase theconstruction of farmland transfer service system, perfect the farmland transfer marketmechanism, strengthen the functions of management, supervision, guidance increase inthe farmland transfer, increase the efforts of supporting the land large-scalemanagement, it’s also suggested that local governments should increase culturetraining for farmers, improve the understanding of the farmland transfer, encouragefarmers to sign the stability and long-term transfer contract, in order to promote thedevelopment of the farmland transfer market.
