Study On Mechanism And Path Of Government Technology Procurement

In face of the international competition, enhancing the ability oftechnological innovation has become as a key national development strategy. inmany countries. They increase investment in science and technology, improvenational innovation system, and commit to improving the national innovationability and international competitiveness. Government technology procurementas a public policy to promote the technological innovation has been widely usedin the main innovation oriented country. It is an important tool in majorindustrial national innovation policy system, and gained the success in manycountries that attract worldwide attention. In our country, although we pay acertain degree of attention to government procurement policy, the practicalapplication of government technology procurement policy is still in theexploratory stage, it needs further research. Therefore, it has application value tostudy on the mechanism and path of technological innovation promoting bygovernment technology procurement.In this paper, based on the perspective of technology innovation, with thetechnology innovation process theory, market failure theory, governmenttechnology procurement theoretical mechanism, it builds the relationshipbetween the new technology perception(new advanced technology perception,perception of technology research and development costs, perception oftechnology application market) and enterprise technology innovation intention,introducing government technology procurement as interference variable. By theway of a questionnaire survey, it explores the regulatory effect of governmenttechnology procurement on the above relationship, and then analyzes thegovernment technology procurement to promote technological innovationmechanism, providing the realistic foundation for the analysis below. Finally, itanalyses the realization path of the government technology procurement in ourcountry with the realistic condition of it.Firstly, based on the review of previous research results, we argue thatgovernment technology procurement adjusts the relationship between of new technology perception and enterprise technology innovation intention. Then thetechnology innovation process is divided into creative stage, development stage,commodity stage. Based on the three stages respectively, we carry on thequestionnaire survey about the perception of new technology (advancedtechnology perception, perception of technology research and development costs,perception of technology application market) and enterprise technologyinnovation. The results of empirical analysis show that in the three stages oftechnology innovation, new technology of perceived significant influence ontechnology innovation of enterprises intention, government technologyprocurement is a moderator of the relationship between them. Finally we putforward some paths to realize the government technology procurement. In thecreative stage it needs to focus on supporting the needs of choice, in the researchand development stage it needs other related policies, in commercializationstage it needs to strengthen the government’s initial procurement.
