The Emprical Research On Government Procurement And Technology Innovation For Chinese Provinces

As an important part of finance expenditure of government procurement also has been an important carrier of the fiscal policies. Government procurement not only can optimize the allocation of resources, improve public money saving rate, but also can be used as a total demand structure adjustment of macroeconomic control policy tools to effectively guide enterprises to increase investment, promote the enterprises technology innovation. In a long-term time, our country's economic rapid development is based on environment pollution and resource consumption. The extensive economic growth mode and economic structural long-term imbalance pattern have not been changed fundamentally. Low technical content the week independent innovation ability will hinder sustainable development in our country. How to give full play to the government procurement policy function, effectively guide enterprises technology innovation, and promote the upgrading of the industrial structure, the transformation of the mode of economic development has the significant practical significance for China's sustainable development. These are deserved to make a serious exploration and research in this paper.This paper first introduces the background, purpose and meaning of the research and explores the thoughts and methods. Then, the related literature about the government procurement and technology innovation home and abroad is summarized in this paper. Based on the related brief analysis, the effect mechanism of government procurement and technology innovation is analyzed in detail from the angle of economics, which provides the theory basis. Later, the panel data model for empirical analysis is set up by constructing the relevant indicators. Finally, the policy suggestions of government procurement promoting technology innovation suited for China's national conditions are proposed in combination with the empirical analysis.This paper is divided into six chapters:the first two chapters mainly outlines the basic content of government procurement,technology innovation and the relationship of both.the third chapter detailed analyzes the present situation and the existing problems of government procurement promoting technology innovation. From the fourth chapter, the relationship and the promoting effect of government procurement and technology innovation are conducted by setting up the variable intercept panel data model based on the panel date for 30 provinces in China for 2002-2008.Based on the fourth chapter of the empirical analysis, the suggestions of government procurement promoting technology innovation suited for China's national conditions are proposed. The last chapter makes a summary and points out the main innovation points and prospect.
