The Case Study On The Reform In National Treasury Centralized Payment Of District Level

As the important export region, with many characteristics and resources, YL District inJiangsu Province, in the process of general steady development of supporting economy, hasmany problems in the field of district-level national treasury centralized payment, mainlymanifested in management concerning many departments, a large workload of payment,unsmooth scarf of payment, insufficient supervision, low data security, trivial internalcontrol system, weak operability, low efficiency and other problems. In the present whennational treasury centralized payment has become modern national treasury managementsystem, it is of much importance for perfecting our national treasury payment of districtlevel to implement the centralized collection and payment management in all governmentalincome and expenses by the financial departments and to study the related problems aboutthe representative district-level national treasury payment in Jiangsu. On the one hand,aimed at these problems, the establishment of supervision countermeasures is strengthenedto make sure financial funds function efficiently and prevent and control the risk offinancial fund payment; on the other hand, aimed at the study on national treasury paymentof district level, methods and measures are provided to manage and supervise the nationaltreasury of grass-root level in other domestic areas.From the perspective of organizational reform, by studying relevant issues prevalent inthe operation period of implementing national treasury payment in areas of district level,this paper finds out shortcomings existent in many fields like data security, the supervisionand administration of personnel, internal control, foreign supervision, supervision and auditand service awareness, and puts forward suggestions by analysis and combining withrelated theories and experience about organizational reform. Also, the paper expects toperfect the developing national treasury management of district level, surmount all kinds ofproblems of national treasury centralized payment and better push the development ofnational treasury centralized payment.
