Centralized Treasury Payment System The Reform Mode With The Practical Application Of Analysis

As an important part of the reform for public financial management, the goal of the reform for treasury management system is to establish the modern treasury management system, which is based on the treasury single accounting system, and the main form of paid is treasury centralized payment. All parts of country have made treasury centralized payment system reforms according to their own practical situations. To sum up, there are three kinds of base modes mainly: the partial project and capital centralized payment mode, the finance centralized payment system mode, and the mode of centralized accounting system mixes the treasury centralized payment system. At present, cities like Fujian,Jiangxi,Hainan,Sichuan,Chongqing,Shashi in Hubei , Zhuhai in Guangdong and others, they adopted the model which mixing the centralized accounting system with the treasury centralized payment system, and all achieved good results.This paper is based on Lectures of Public Economics, Public Administration, and other relevant theories,and summarize the theories of treasury centralized payment system , and make an approach on the reform model which mixing the centralized accounting system with the treasury centralized payment. In addition, it combines with the successful implement cases of the Fengze district in Quanzhou city, where the two systems are syncretically used, in this way;it proves the feasibility and operability of the two systems. Finally,this paper delivers the proposals concerning further transformations in the treasury payment system.
