Research On Improving The Reform Of Treasury Centralized Payment In Z County

The traditional way of financial resources to the treasury and disbursement in China is through the collection of organs and units to set up multiple accounts scattered. This traditional mode of operation has many disadvantages, in order to meet the requirements of the development of public finance under the socialist market economic system, our country began to reform the fiscal treasury management system in 2001, established in the treasury single account system for foundation, the fund payment and allocation to centralized treasury receipt and payment as the main form of fiscal treasury management system..Liaoning province began reform in 2004 and Z County began reform in 2005. Z County created conditions actively and pushed forward the reform of treasury centralized payment steadily in the past ten years. The author uses the method of literature research, qualitative and quantitative methods to study the current situation of Z County treasury centralized payment reform and put forward the main problems:accounting centralized accounting system has not been completely transition to the national treasury centralized payment system; the proportion of authorized payment in the national treasury centralized payment is higher than the proportion of the total payment; the official card reform implementation effect is not good; the agent bank failed to timely and effective management of the business and the existence of illegal operations; the level of information system construction is relatively backward; the talent team construction can not meet the needs of the reform of the national treasury centralized payment. To solve these problems, the author mainly draws lessons from the experience of other provinces and cities in China, combining with the actual situation of Z county reform, put forward the concrete measures to improve the reform of centralized treasury payment in Z County:promote the complete transformation of the accounting system of accounting; increase the proportion of direct payments; further promote business card and improve the use of the environment; improve the management level of the agent bank; strengthen the construction of information system; strengthen the construction of talent team.Through analysis and research, this thesis aims to provide reference for deepening reform of the county treasury centralized payment, in order to let the treasury centralized payment system to provide better service to the county finance.
