As China’s commercial residential building prices increasing continually,the purchasing power of middle and low-income families to buy commodityhouse declines. These families can no longer rely on their own ability toproperly solve housing problems in a short time. Therefore, in order to solve theliving difficulties of vulnerable groups, economically affordable housing policywas proposed and implemented in1998. Since the implementation of this policy,it has really helped part of low-income families to improve their housingconditions. However, it is worth considering that the economically affordablehousing policy which is oriented to low-income families’ benefit has run over10years. This policy hasn’t completely achieved its desired objective, and there arestill many controversies. Taking Shanghai as an example, the supply object,prices and supply form of economically affordable housing deviated from thepolicy, which contributed to the contradiction of supplier and its targets.Therefore Shanghai economically affordable housing policy needs furtheradjustmentsIn order to make a further analysis of the economically affordable housingpolicy in Shanghai, based on combing the results of domestic and foreignscholars and starting from the theoretical analysis, this paper explained theduality of economically affordable housing. Economically affordable housing asa special commodity which is a type of social security, protects the living rights of low-income families. However they are quasi-public goods which arecharacterized limited-exclusive and limited-competitive, this made part of theapplicants were eliminated in the competition and lack of access to effectivesupply. In order to make more targets to improve living condition, theeconomically affordable housing policy should be changed to demandorientation. To explore the reason of invalidation and imbalance between supplyand demand of Shanghai economically affordable housing policy, this papermake an analysis of the policy making and carrying out of economicallyaffordable housing in Shanghai, even in China, in order to adjust the policy to amore scientific and effective one. I did a sampling survey about the inhabitantswho are up to the mustard in a community of Shanghai. The questionnaires weredesigned differently for the beneficiaries and nonbeneficiaries. Based on thequestionnaires, I did a typical case survey of supply form deviation, pricedeviation and supply targets deviation. The study and communication withindividual cases contributed to profound and rational understanding of their realneeds for price and supply form. Data obtained by the questionnaires and casestudies provided profound support for analyzing the imbalance between supplyand demand of Shanghai economically affordable housing.After analyzing the obtained data, I took use of McLaughlin interaction model toanalyze the deviation of Shanghai’s economically affordable housing policy andthe reason of imbalance between government’s supply and the need of targetusers. In the last, this paper starting from the reasons, based on data and orientedby demands, proposed some suggestions to policy adjustment and ways to adjustof Shanghai’s economically affordable housing policy. |
