Housing is one of the most crucial social issues with a massive impact to everyone. To address the housing problems for those household with middle or low range of income is so important as to stabilize the society and enhance the harmoniousness. Therefore, the economically affordable housing system, targeting those mid or low income households, is a key step to ensure the property security during the continuous revolution of Chinese housing system.Shanghai economically affordable housing (SEAH) started relevantly late compared with the other cities. In2009, the SEAH policy was firstly published and in2011SEAH was officially rolled-out. Although nation-wide the affordable housing system are phasing out, Shanghai municipal government is still intensively promoting the SEAH. Whiling working in government agency responsible for the social economically affordable housing issues, the author participated in the entire process of SEAH application taking, approval, lucky-drawing, housing selection and thus obtained plenty of first-hand data and information. This research paper will focus on the status quo of Shanghai Economically Affordable Housing policy, and propose suggestions and solutions on how to improve the SEAH from the perspective of policy targeted groups (those mid-low income families) and with extensive reference of national and internal examples.This research includes six chapters. The first chapter is to elaborate the context of SEAH and establish the research methodology and framework. The2nd chapter is to define the core concept of SEAH and targeted group, and to provide a broad view of national and international economically affordable housing theories and research results by using documentary analysis. The3th chapter is to detailed introduce the development of Shanghai economically affordable housing system and the implementation of District A Sub-district B. The4th chapter is to elaborate the issues that the actually benefited groups in reality is much less than the policy targeted groups in theory and present the behind rationales of issues. The5rd chapter is to conclude the practical experience and indication of local and international affordable policies, and to provide a policy-making basis for last chapter. The last chapter is to propose the solutions and suggestions to the policy-making of Shanghai economically affordable housing system on the basis of Shanghai particular environment and benchmarking local and international best practices.
