A Research On The Old-age Insurance For The Flexible Employees Of Harbin

With economic structure adjusting and industrial structure changing,flexible employment has got a rapid growth in China, which has promoteddevelopment of the tertiary industry and employment. How to improve andperfect old-age insurance policies of flexible employees is the major problem offlexible employment development. The social security system will be improvedand perfected by improvement of flexible employees old-age insurance policies,that can protect the rights and interests of disadvantaged groups’ social insuranceeffectively, promote the reform process and maintain harmony and stability ofsociety.Started with the definition of flexible employees and relevant concepts ofold-age insurance, flexible employment and old-age insurance economics theoryare researched in this dissertation. Analysed the implementation situation offlexible employee policies in some nations and some regions of China, the mainproblems of flexible employees’ old-age insurance in Harbin is presented,including low insurance participating rate, high standard of insurance premium,difficulty of old-age insurance transfer, high risk of insurance found payment andunsuitable management power. Considering actual situation of flexibleemployment with present situation of flexible employees old-age insurancepolicies in Harbin, some suggestions about improved flexible employees old-ageinsurance policies and supporting measures of relevant policies implement areput forward in accordance with the existing problems.Based on analysis of flexible employees old-age insurance policies at homeand abroad, design of flexible employees old-age insurance policies andsupporting measures of relevant policies implement are researched in thisdissertation, that can provide reference for further studying flexible employeesold-age insurance policies of Harbin or other similar region.
