Post Evaluation Study On The69th Gas Station Of Petro China Shandong Sales Company

The project post evaluation occupies an important position in the project entire life cycle.Domestic industries have paid more and more attention to the project post evaluation; at thesame time strengthen research and application of project post evaluation theory. At the end of2004, in order to improve project management and investment income, China NationalPetroleum Corporation proposed the project post evaluation. But in China’s petrochemicalenterprises, many enterprises have developed simplified post evaluation instead of detailedpost evaluation. This paper aims at developing detailed post evaluation on the69th gas stationof PetroChina Shandong Sales Company, finding the problems and providing lessons for lattergas stations.On the basis of in-depth studies about the project post evaluation theories, at the sametime combine with current situation of the69th gas station, this paper establishes a postevaluation index system about the69th gas station. This evaluation index system consists offive first grade indicators: they are preliminary work, construct and implement, productionrun, investment and financial benefit, impact and sustainability evaluation. Each first gradeindicator consists of several secondary indicators. This paper determines the weights of everyindex by using Analytic Hierarchy Process. On the basis of the post evaluation index, thispaper develops detailed post evaluation on the69th gas station, at the same time conductscomprehensive post-evaluation by using success-degree evaluation and fuzzy comprehensiveevaluation. After analyzing results of the69th gas station post evaluation, this paper raisesmany problems about the construction and the operation of the69th gas station; at last putsforward some countermeasures.
