Inland arid area is located in the west of the Helan mountains, north of the northwest aridand extremely arid region in KunLun mountains. The region accounts for about1/4nationalland area, the area is vast, rich in abundant resources, has important strategic position inChina’s economic construction, social stability, national security and sustainable development.Because it is located in hinterland, drought little rain, and is the scarcity of water resourcesarea, which makes the region agriculture depends on water resources strongly, the limitedwater resources support the plain oasis vegetation, and ecological bases in northwest inlandarid zone exists character of vulnerability. In future economic development in the recent years,with more urgent and realistic significance in the ecological construction and environmentalprotection, the inland arid area has emerged a series of ecological environment problems inthe process of speeding up economic development.Minle County in Gansu province is located in Hexi Corridor Area, where agriculturebelongs to agricultural irrigation, the irrigation areas are extremely needed in the agriculturalplanting development. Generalized agricultural irrigation refers to those who need waterresource to irrigate; irrigation agriculture in narrow sense is oasis agriculture, the arid desertarea, rely on groundwater, water or surface water to irrigate in agriculture. Irrigatedagriculture in Hexi Corridor Area is one of the important agricultural region in GansuProvince, also is the most important commodity grain base and economic crop productionbase in northwest area. It provides the Gansu province2/3above commodity grain, cotton,2/5above beet oil, vegetables and beer barley are also highly ranked, this agriculturalproduction phenomenon makes great contribution to the agricultural economic developmentin Gansu province. This paper’s objects of study are the top5planting crops in the year of2007and2009in Minle County of Gansu Province, they are respectively barley (mainly forthe production of beer), wheat, potato, corn and rape.After reading too many documents, this paper based on the perspective of input-outputratio, takes Cobb Douglas production function as the basis, and calculates the main crops’economic benefit, cost and per cubic meter water’s benefit in Minle county. The results showthat the main crops’ economic benefit in Minle county is relatively low due to high labor costand low crop planting mechanization level. Fertilizer, seed and water have the largerproportion in crop cost investment; comparing with barley, wheat, potato and corn, the percubic meter water’s benefit of rape is the highest, barley is the first choice of waterconsumption crops. By using stata analysis software, this paper concludes that the influencedegree of different cost in per unit of crops output further shows that barley as the laborintensive crops. Seed, fertilizer, machinery inputs have the significant impact on the different crops unit production, water has the significant impact on the unit production output of wheat,corn and rape. Therefore, the inland arid region where is particularly short of water resources,farmers should have the reference of the crops planting’s input and output efficiency in futureplanting, choose the optimized combination of economic benefit and water saving efficiencyfrom the perspective of effectively using water resources.
