| This paper regards supervision and management mechanism of the government procurement as the research object,uses principal-agent theory of public management theory,the new public management theory and takes Ningde city of Fujian province as an example,generalizing the current established management mechanism of the government procurement to analyze existing problems of the current management mechanism of the government procurement.For instance,the regulatory and legal system of the government procurement is not well established.Links of budget management,documenting and acceptance check of the government procurement are out of supervision.Supervision subjects and objects of the government procurement are not enough.What’s more,supervision concepts of the government procurement need further to be changed.This paper summarizes the successful experiences of the developed countries such as the United States,Britain and other developed countries who established the government procurement supervision mechanism,summing up to strengthen the establishment of supervision and management mechanism of the government procurement from the aspects of transforming the supervision concept,reforming the supervision method,strengthening the key links supervision of the government procurement,and improving the subject and object supervision and legal system construction of the government procurement. |
