| Land consolidation is important to maintain a dynamic balance of the total arableland, protect food security, coordinate the relationship between people and land, balanceurban and rural development. Since the Land Consolidation and Rehabilitation Center wasestablished in1998, our country had invested a lot of money to carry out a wide range ofpractical work for land consolidation, which played a significant role in ensuring thebalance of the total arable land and building a new countryside. However, too muchimportance has been attached to the quality not to the ecological protection and highquality design.Therefore, we should consider the performance as an important part of landconsolidation.The process of project approval, planning, design, construction and finalacceptance need to be fully supervised. At present, related researches are still in theexploratory stage. This article took Hubei Province as example, analyzed the problems andcauses of current land consolidation and put forward the promoting mechanism.A systematic study on basic theory of land consolidation performance evaluation hasbeen made in this paper. First of all, we defined the land consolidation project of conceptof performance evaluation; Secondly, we evaluated the significance of subject and object;Finally, the evaluation content, date, method and evaluation index were discussed. Itestablished a set of suitable measures for Hubei Province land consolidation performanceevaluation system,18evaluation indexes has been selected from economic,social andecological aspects. This paper used expert collective method to determine the weight.Finally, it put forward the evaluation results of calculation method and tis rating system.In order to promote the work of land consolidation, we established a set of promotingmechanism according to the performance improvement strategy evaluation results. Theseresults have good theoretical value and practical significance for the future studies. |
