Since reform and opening, China’s small and medium private enterprises has made considerable progress, in optimizing resource allocation, increase economic efficiency and maintain a balance between supply and demand and the expansion of employment, maintaining social stability have played a positive role in economic development has becomethe most active Economic growth. With China’s accession to WTO, the development of small and medium private enterprises in the face of opportunities and will also usher in more severe challenges, the only way out is to accelerate the pace of reform, improve the internal management, improve core competitiveness. However, a long time by the planned economic system and influence of traditional culture, small and medium private enterprises in the internal management of many problems,especially in backward performance management, performance management level is low, these practical problems have seriously hampered thedevelopment of enterprises. Practice has proved that a sound performance management, it can make full use of enterprise resources, competitive advantage, but also individuals and organizations to achieve common development, achieve sustainable development. Therefore, based onreality, the use of advanced management theories and methods of performance, build a scientific and reasonable performance management system has become the need of small and medium private enterprises in the subject.In this paper, the combination of theoretical and empirical analysis, qualitative and quantitative analysis method, the theory of performance management in-depth study, based on the performance management of small and medium private enterprises of the current situation, r evealing the existence of the main issues, namely Philosophy behind performance management, performance management systems are imperfect,the implementation of performance management mechanism is not perfect,and there is an in-depth analysis of issues, digging deeper reasons.To make theory more practical, with ST the actual, survey and data processing through its performance management status and problems weresummarized, and references related to performance management theory,from the corporate strategic objectives, business characteristics, personnel Quality and ability, the best ratio of benefits and costs expected to face four other performance management models of two feasibility studies, and ultimately put forward meet the needs of ST companies have a strategic orientation characteristics of the MBO+KPI model.
