With the coming of knowledge economy era, human resource has become one of the key factors affecting the core competitiveness of private enterprises, competition of modern enterprises is the competition of human resources, the importance of human resources management gradually come out. If the enterprises want to develop continuously, must not lack of talents in reserve power, if not making good use of talents, enterprises must at a disadvantage in the competition, it is very likely to be mercilessly eliminated by the market. So regardless of the size of enterprises, human resources management is the job anyway also can not be ignored.In this paper, using the method of literature, mathematical statistics, questionnaire survey method as based on performance management theory of modern enterprises, with the related theories of performance management as the breakthrough point, analyzes the definition of performance management, performance management, performance management is composed of the function, and then, by using the questionnaire survey and on-the-spot investigation on the way, from the purpose of performance management of knowledge, to participate in the performance management system, performance management system is formulated formulation, performance appraisal methods, performance effect and so on several aspects of the Xinjiang small and medium-sized private enterprise performance management present situation analysis and the Xinjiang mountain in Software Technology Development Co., Ltd. performance management status of the investigation analysis. Think of the performance management and strategic positioning is not matching, to develop performance evaluation indicators of performance management is simple and not scientific, the performance management process and the lack of effective communication and feedback, incentives and other aspects are the main problems existing in the performance management of Xinjiang small and medium sized private enterprises; the main reasons for these problems is the overall management level of Xinjiang small and medium sized private enterprises is not high, the Xinjiang small and medium-sized private enterprises there is deviation in understanding of performance management, failed to establish a performance management system and complete. And from the performance goal setting method improvement, performance evaluation index of improving and strengthening the performance communication, aiming at the problem of constructive advice, the establishment of performance oriented corporate culture in five aspects to discuss the Xinjiang small and medium-sized private enterprise performance management problems solutions.In this paper, through the analysis we can see that, due to the general development of performance management application in enterprises of our country is still relatively short time, many enterprises in Xinjiang, the concept of performance management are relatively unfamiliar. At the same time, the level of development of small and medium-sized enterprises is uneven, the extensive management of many enterprises is still practised, can really realize the scientific management of enterprises less and less. Therefore, the performance management of small and medium enterprises in Xinjiang is also facing great challenges, but also needs to explore unceasingly attempt.
