The utilization of new energy in cities is not only connected with the urban energyutilization structure, but is of great significance to the construction of low-carboneco-cities as well as the promotion of China’s new energy industry development. Atpresent, the urban new energy utilization ratio in the country is relatively low, whilerelevant evaluation index system is inadequate. Establishing an urban new energyutilization evaluation index system is therefore crucial to the development of newenergy in cities.New energy of all types exert various impacts on cities, while their influences aredivergent. This research employs the multiple attribute evaluation method of AnalyticHierarchy Process, and analyze the impact of new energy on urban development fromthe four aspects of: economic development, social stability, environmental protection,and investment burden. On consulting the experts, it establishes an evaluation indexwith eight influential factors, namely: employment, contribution to GDP, projectprofitability, land use, social recognition, greenhouse gas emission, environmentalprotection, and investment ratio. By combining with the major new energy forms andtaking into consideration the overall target of new energy use in Chinese cities, thisresearch proposes an urban new energy development evaluation index. In giving ranksto the forms of new energy for priority development, a total of nine matrix, includingeight regular and one featured matrix are established. The regular matrix stayspermanent for a given period of time while the featured matrix is dependent on thedevelopment orientation, the baseline status quo and natural conditions of the citiesunder evaluation.This research subsequently selects the two cities of Tai’an and Yangzhou, eachwith its own respective feature, as case studies. By examining the status quo as well asbaseline conditions of new energy development in urban areas, and the cities’development orientation, and taking into account relevant suggestions fromgovernmental bodies, enterprises and industrial experts, two featured matrix for Tai’anand Yangzhou are established. The ranking of new energy forms for prioritydevelopment is subsequently calculated, while the target and suggestions for newenergy development in the two cities are proposed. Building from Tai’an andYangzhou’s practices, this research finishes by proposing the principle and suggestionsfor new energy development in Chinese cities at the current stage of development.
