The16th National People’s Congress puts forward the goal of building amoderately prosperous society in the first20years of this century, coordinating theurban and rural economic development for solving the rural issues. The17th NationalPeople’s Congress also puts forward new requirements in building a moderatelyprosperous society: Accelerate urbanization for implementing the urban and ruralpolicies. On the basis of the remarkable achievements since the16th national congress,the18th National People’s Congress shows that the integration of urban and ruraldevelopment is the basic way to solve the problem of rural issues. On the basis ofkeep the continuity of policy, it reflects the main difficulty is how to balance urbanand rural development in building a moderately prosperous society today and promoteurbanization legitimately to indicate the direction of solving the rural issues.Enshi Tujia and Miao Autonomous Prefecture is located in the southwestern ofHubei. It belongs to Wuling Mountain area. And it is a poverty-stricken city whodepends on agriculture. It is rich in natural resource, but a bad location which belongsto Western Development policy. At the same time, the urban and rural develop greatdifferently. All these conditions make it a represent of building a moderatelyprosperous society in rural areas. In this paper, we research on the process of buildinga moderately prosperous society around the index system for Enshi. We understandthe current problems in Enshi and formulate corresponding strategies. The researchwill provide a great practical significance for the economic development of the region.Simultaneously it will summarize the invaluable experienceabout the difficulties ofbuilding a moderately prosperous society.
