In the recent years, the national government has invested more and more in waterconservancy construction year by year. Water conversancy becomes highly related toresource, environment and people’s living. With some water conservancy constructions,such as the Three Gorges Project and South-to-North Water Diversion Project, built andcame into service, the position of water conservancy has risen to national strategic securitylevel.In the12thFive-Year plan, more than20billion is invested in water conservancy everyyear in Jiangsu Province with a10%the annual rate of increase. This investments aremainly been put into national and provincial major water conservancy constructions andagricultural hydraulic engineering. The normalization of bidding and tendering process isrelated to projects’ implementation.This article, based on theories of project risk management, analyzes the risk factors inbidders, bidding process, and bidding procurement procedures. It states the current situationand problems of water conservancy constructions’ bidding procurement in Jiangsu Province.Case of a provincial project is put up with to conclude the risks in the bidding procurementprocedures and its countermeasures.This study can provide references for decision-making authorities, project entities,bidding agencies to regulate bidders’ actions and prevent the bidding procurement risks.
