Research On The Bottleneck And Solution Of China’s Enterprise Patent Information Utilization With Questionnaire Survey

With in-depth development of economic globalization and knowledge economyera，intellectual property has become the strategic resource of national corecompetitiveness increasingly. As important intellectual property for the enterprises,patent has been playing more important role in promoting enterprise competitiveness.Patent information is an organic mixture of legal information, technical information,economic information, which focuses on research result in the field of specifictechnology and actually is reflection of the inventive concept and solution oftechnical problems. Effectively utilization of patent information provides a full rangeof information security and become the foundation of enterprise patent strategy, aswell as the key to winning the intense market competition, which because “know theenemy and know yourself”.However, to promote enterprise patent information utilization, on the one hand,requires countries to develop and perfect the relevant laws and regulations, as well asthe related policy and system, on the other hand, need more increasing investment ofenterprise in the aspects such as raising consciousness of patent information using ofemployees, innovation culture construction, resources and capacity building.Therefore, based on laws, regulations and policy which are related to patentinformation application, and combined with the actual situation of enterprise patentinformation using, this study has thoroughly discussed the bottleneck and propoundedsuggestions of solutions through system analysis, field investigation and interviews.First of all, this paper systematically reviewed and combed the relevantliterature and theories about patent information using, which provides theoreticalfoundation for further research. The concrete content includes connotation, types,sources of patent information, as well as patent information retrieval and analysis, andhave further study of the whole enterprise patent information using the model.Secondly, this article specializes in the laws, regulations and policyenvironment around the patent information utilization for enterprise. With regard tochina’s Patent Law and detailed rules, we focus on patent public system, patentexamination system and the dynamics of patent information; beside,"Promoting the Conversion of Scientific and Technological Achievements Law” and "Anti-injusticeCompetition Law " of People’s Republic of China are also researched. With regard torelated "the National Intellectual Property Strategy Compendium" and "Standard ofEnterprise Intellectual Property Management", policy related to enterprise patentinformation using has been dig up.Thirdly, this research has got comprehensive understanding of currentinstitutional setup, staffing, performance, resources and operation situation of theenterprise patent information using with questionnaire survey. With thesummarization of enterprise patent information using situation and problems, thearticle has analysed the bottleneck of consciousness, system and input respectively.
