Concerning the mode of the single shift and double shift in the taxi service,great changes have taken place in Shanghai taxi industry in2013. Theproportion of the single shift taxi has risen sharply. The operation of the singleshift taxi has its own advantage, such as high income of the taxi drivers; the lessdriving with no drivers; especially the less invalid operation at night orunderestimated working hours under the circumstance of the supply more thanthe demand; the drivers short working time during daytime; the high freedom ofthe option of the working hours. In addition, drivers can keep healthy andenergetic during working time. It helps to reduce the accident rate. To enterprise,it can reduce labor costs. The profit of the single shift taxi is higher than thedouble shift taxi.At the same time, the government can reduce the total paymentof the taxi fuel subsidies. But according to the different working mode, theaverage working time and the period of time are totally different. The change ofthe proportion of the single shift taxi directly influences the whole industry,especially the taxi need of the citizens in the rush hour as well as the servicequality of the industry. This study takes a case study in the practical operation of Shanghai taxi industry on the basis of analyzing the change of the statistics ofthe shanghai taxi. It uses change management theory; it arranges the summary ofthe development of Shanghai taxi industry and the single shift taxi in detail,analyzing its advantages and disadvantages brought by the operation of thesingle shift taxi. It comes up with the principle of the optimization of the singleshift taxi. It seeks for the balanced mode which is beneficial to both sidesthrough the whole consideration of the rate change of the single shift taxi,compared with the people and vehicle in the industry, the profit of the drivers，the industry service, the profit of the enterprise, the safety in production as wellas the influence of the changeable factors of the taxi fuel subsidies, and throughthe consideration of the multiple benefits about the passengers, taxi drivers, thetaxi companies, and the government. As a result, it obtains the reasonable rangeof the single shift taxi in order to direct the development and optimization of theemployment of the industry and put forward the advice of the socialemployment mode management of the taxi industry.
