Research About The New Problems Arising From The Shift Of Rural Labors

The shift of the rural labor is the objective law for the social economy development, and the inevitable current for our urbanization, industrialization and modernization. Nowadays, we are still facing the big problem of rural labor, and the new problems stemmed from the shift of rural labor have become the bottleneck for resolving the issue of "Countryside, Agriculture, Peasant", that is to say, the three agriculture problems and Building the Socialist New Country. Therefore, to profoundly research the new problems about the shift of rural labor is still significant in our modern society.The thesis has looked back the related theories home and abroad with the beginning of the conception of rural labor. It takes a deep research into the new characteristic of the motive, the way, the supply and demand structure, and the direction of rural labor shift, analyzing its deep-seated causes. The shift of rural labor, on one hand, promotes the development of secondary and tertiary-industry when connected with urban; on the other hand, contributes to enhancing employment and increasing peasants' income when connected with country. The shift of rural labor has brought new problems, that is, the problem about the rural labors' qualification and skill, about the inefficient employment, the unstable income, the necessary safeguard of rights and interests, about the extensive management's influence to the agricultural labor productivity; and even some peasants has retreated from the traditional agricultural production field. As far as I am concerned, we should enhance the non-agricultural technology to accelerate the shift of rural labor; improve the agricultural productivity to enhance rural labors' employment; develop the education on large scale to enhance labors' qualification and skill; and safeguard the labors' rights and interests to promote the shift of rural labors more healthily and well-ordered from the policy and system level.
