Academic evaluation is an integral part of research activities,just like evaluation isan eternal topic of mankind. Western academia has already established awell-functioning evaluation system, based on the same industry council andquantitative analysis for the secondary. Improve our academic evaluation system is anessential process, if we Want to better promote the development of China’s academiclevel. However, I believe that, copy the Western industry council system in ourcountry is not going to work, and academic quantitative evaluation methods still hasmuch room for development. So, from the perspective of quantitative analysis I writethis article, try to explore a more scientific and rational academic evaluation method.Based on the evaluate ideas of H-index and combined the advantages of R-Index,inthis study, we build the new Y-index, which is more sensitive and betterdiscrimination. Then, by using the dimensionless model to adjust the paper’s citeddate, we solve interdisciplinary evaluation problem; Taking the Cited Papers’ qualityinto consideration, we improved the Y-index’s ability of fairness and anti-cheating;Adding an adjustment mechanism, in which papers’ value depreciate by disciplineinherent rate, we are no longer keeping all attention on lifelong assessment whileneglecting innovation.By analysis of a large sample, composed by five young Chinese physics researchers’and5"Clark Award" winners’ more than300papers and nearly12,000CitingArticles(all SCI or SSCI cited), the new evaluation method is verified theoretically,and feasibility of the actual operation.In a completely objective and quantitative perspective, the new research staff paperevaluation methods conducted a comprehensive and in-depth evaluation, by papercitation Data Mining. The new method compared to the previous evaluation has beena qualitative improvement.
