In recent years, under the big background of depressed global economy,Chinese economy maintains steady and rapid development. Construction industrystill develops quickly and construction supervision industry also has greatdevelopment. Meanwhile, in order to avoid the unbalanced economic developmentand restrain inflation, China enhances the adjustment degree of economic structure,and carries out strict macro control on real estate industry and some infrastructuralfields. When the construction industry is attacked, most construction supervisionenterprises, engaging in house construction and municipal engineering supervision,have declined businesses. The market competition becomes fiercer and talents arelost more. All of these situations lead to higher requirements on the development ofconstruction supervision enterprises. How to realize the sustainable development ofenterprises and formulate practical and feasible development strategies become theurgent problem to be solved by construction supervision enterprises at present.Based on enterprise strategic management theory, by means of strategicmanagement tools (SWOT and Porter’s Five Forces Model), taking ShandongProvince Project Management Consulting Co., Ltd.(hereinafter referred toShandong Supervision Company) for example, the development situation, internaland external environment, and existing problems are analyzed to find the strengths,weaknesses, and core competitiveness of the enterprises. The industrial environmentof the construction supervision is analyzed from5aspects including suppliers’bargaining ability, buyers’ bargaining ability, potential entrants’ ability, substitutes’substituting ability, and industrial competitors’ competiveness. Thus, the strategicobjective and competitive strategies of Shandong Supervision Company aresummarized, which guide the enterprise to gradually form differentiated competitivestrength in management mode, human resources management, and servicetechnology ability of the supervision institution. In this way, the company hasstronger risk resistance and market competitiveness to realize the objective ofsustainable development.
