Food security is a major strategic issues related to people’s livelihood, withenergy security, financial security tied for the world’s three major economic security.Since the reform and opening up, China’s food security made remarkableachievements, won widespread praise from the international community.However,even in the conditions of China’s grain output growth for10consecutive years, withthe impact of population growth, income growth and of food energy, food demand isgrowing rapidly and the gap of food demand and supply is increasing.In2013,Chinese annual grain net imports reached84.021million tons, the highest level inthe history was refreshed constantly.Currently, food self-sufficiency rate hasdropped below90%.To this end, the Central Committee promoted the new nationalfood security strategy of “taking the initiative,based on domestic,ensuringcapacity,moderating imports and technology support”,made strengthening the landtransfer and expanding the scale of operation as an important measure to increasefood production.However, from the theoretical point of view, the existence ofagricultural production scale, and the scale of operations can increase foodproduction, there is controversy long issue; From the practical point of view, in2013the proportion of rural farmland circulation of up to26%,the arable land ofnon-food, nonagricultural serious, and that there are158million people do not getenough food because of our low income levels.Thus, combining the realities ofChina, to explore relationship between rural land and food security scale operation,propose policies to improve the circulation of agricultural land and ensure foodsecurity in practical aspects are major research issues urgently.This paper was divided into five parts, there were theoretical analysis, policyevolution, mechanism analysis, empirical analysis and policy recommendations. Thepart of relevant introduction, analysis the concept, target,influence factors of ruralland transfer, and reviews the different among land transfer modes,as well asdomestic food security concept and evaluation index system. The part of policyevolution, analysis of the evolution of agricultural land policy under the perspectiveof food security, discusses the policy logic between the circulation of farmland andfood security. The part of mechanism analysis,investigates the influence of farmlandcirculation on food security from the four dimensions(the dimensions of supply,availability, stability and utilize). The part of empirical analysis, quantitativeanalysis the influence of farmland conversion on food security through the establishment of grain supply response model. The part of policy analysis, putforward to respect farmer transfer willingness, continuous innovation mode, thecirculation of farmland strictly control land use, land moderate scale management,raise the level of social security in rural areas and the establishment of food safetynet policies.
