A Study On The Relationship Between Chinese Regional Industrial Labor Productivity、Industrial Gap And Carbon Emission Intensity

Since the reform and opening, Chinese economy has made rapid progress, andindustry, which is a pillar industry of the national economy, plays an important rolein the development of economy. However, industry is characterized by "lowefficiency and high pollution", so it seems that the rapid growth of industry goesagainst the low-carbon economy.Through literature analysis, we find that there are three functioning channels ofcarbon reduction to regional industry development： technological progress,FDI, inter-regional industrial transfer. This paper investigates the impulse responsebetween regional average industrial labor productivity、the variation of averageindustrial output per labor and carbon intensity by establishing two VAR modelbased on time series data of1978~2012. The result of the impulse response functionindicates the relationship between regional industrial labor productivity、 industrial gapand carbon emission intensity, As a result: In the short sight, the increase of the regionalindustrial labor productivity will lead to the decrease of the carbon intensity, andcarbon emission intensity of the eastern region decrease much than the central andwestern regions; In the long sight, the increase of the regional industrial laborproductivity will lead to the increase of the carbon intensity, and carbon emissionintensity in central and western regions increase much than the eastern region; In theshort run, the decrease of the carbon intensity will lead to the increase of theindustrial labor productivity in east region. No matter In the short sight or long sight,it will lead to the increase of the industrial labor productivity in central region andthe decrease of the industrial labor productivity in west region. In the short sight, thedecrease of the carbon emission intensity will widen the industrial gap,while in thelong sight it will narrow the industrial gap; In the short sight, narrowthe industrial gap will decrease the carbon emission intensity,while in the long sightit will lead to the increase the carbon emission intensity.Although narrow the industrial gap and reduce the carbon emission intensity cannot be achieved together easily in the long run. As long as the appropriateregional policy is formulated, we still can suppress and even reduce regionalindustrial gap under the conditions of reducing carbon emissions intensity.
