Level Measurement And Countermeasure Research On Transformation And Upgrading Of Private Economy In The South Of Jiangsu Province

Since China’s reform and opening up, with the loose policy of central government andstrong support of local government, the private economy has developed very fast, which hasbecome a significant force to promote China’s sustained economic growth. The18th CPCNational Congress has emphasized that:"encourage, support and guide the development ofnon-public economy unswervingly, ensure all kinds of ownership economy can useproduction factors equally, participate in market competition evenly, and are equallyprotected by law." That has provided a more superior environment to the development ofprivate economy which has occupied the two thirds of national economy. As one of the mostrapidly growing regions in our country, since entering the new century, the privateeconomy’s development in the South of Jiangsu Province is amazing with some indicatorsahead in Jiangsu. The private economy has become the main body of economicdevelopment in the south of Jiangsu. With the rapid development of private economy in theSouth of Jiangsu province, however, it is also faced with the birth defects, bottlenecks andother issues for the further development.First, this article defines the connotation of private economy and the transformationand upgrading, and summarizes the development course and status of private economy inthe South of Jiangsu province. The private economy in the South of Jiangsu province hasdeveloped quickly, and its total size is large, its business and investment expandsunceasingly, technology content improves constantly, and social influence is growing. But itis also facing with the challenge from both at home and abroad, that is urgent for the privateeconomy in the south of jiangsu to speed up the pace of transformation and upgrading.Secondly, based on the principle of the construction of evaluation index system, itbuilds the comprehensive evaluation index system of transformation and upgrading level ofprivate economy in the South of Jiangsu. The system consists of five first-level indicators:the initial conditions of transformation and upgrading, technology innovation, the benefitsof transformation and upgrading, the ability of industry upgrade, and the ability of energyconservation and emissions reduction, which subdivided into14secondary indicators. Then,the paper introduces the method to determine the weight of each indicator and linear comprehensive evaluation method of level measurement.Thirdly, using the comprehensive evaluation method to measure the transformation andupgrading level of private economy in Suzhou, Wuxi and Changzhou, through thehorizontal and vertical comparison, the article has found that besides changzhou, the othercity’s private economic transformation and upgrading level does’t develop steadily. In thesethree cities, Wuxi owns the highest level of private economic transformation and upgrading,while Suzhou lowest. The transformation and upgrading level of private economy in theSouth of Jiangsu remains to be further improved.Finally, under the new historical conditions, it puts forward countermeasures andsuggestions to promote transformation and upgrading of private economy in the South ofJiangsu. That concretely includes: build a financial system support for the development ofprivate economy; Improve the technical innovation ability and enhance the corecompetitiveness of the enterprise; strengthen the connotation construction of privateenterprises; promote energy conservation and emissions reduction and transform to theecologicalization; intensify the consciousness of "going out" and expand international spacefor the development of private economy, etc.
