Research On The Level Measurement And Influencing Factors Of Shandong Paper Industry Transformation And Upgrading

The transformation and upgrading of the paper industry is an important embodiment for the transforming of the economic growth mode in Shandong Province.From the extensive type transform to the intensive type,from the traditional type transform to the innovative type,the paper industry is an important driving force to realize the green sustainable development.Give full play to the paper industry's important role in Shandong economic construction,deepen the level of transformation and upgrading,has become a key issue in economic development.Based on the systematic,global and dynamic nature of the transformation and upgrading of the papermaking industry,this paper makes a measure on the development and upgrading of the papermaking industry in Shandong Province.On this basis,it discusses the main influencing factors of the papermaking industry's development,and then puts forward the Policy recommendations for deepening papermaking industry's transformation and upgrading.In this paper,the main concepts and connotations are defined,and the related research status of papermaking industry's transformation and upgrading is briefly summarized.The relevant theories of industrial ecology,industrial cooperation and industrial innovation are summarized.The following in-depth analysis lay on the groundwork.Based on the main contents and connotation of the papermaking industry's transformation and upgrading this paper constructs the index system of papermaking industry's transformation,including the raw material structure,product structure,equipment level,scientific and technological innovation,energy consumption,environmental protection,industrial concentration,market development8 criterion layer and 19 underlying indicators.Through using of AHP-fuzzy comprehensive analysis as the indicators of the comprehensive weight of a scientific and reasonable measurement,and then build the development level of the measurement method of the paper industry's transformation and upgrading.Through the establishment of the transformation and evaluation index system and the use of comprehensive evaluation method to value the development level of the paper industry's transformation and upgrading.The results show that the raw material structure and product structure have a great improvement,in addition,the level of equipment,technological innovation,energy consumption,industrial concentration and market development as a whole are in a good development trend.Therefore,Shandong Province need to persevere in promoting the transformation and development of paper industry.In addition,this paper analyzes the influencing factors of Shandong paper industry from six aspects:economic development level,foreign direct investment,scientific and technological innovation,policy support,financial support and residents' income level.The research shows that the level of economic development,foreign Investment,financial support,scientific and technological innovation and policy support have significant impact on the transformation and upgrading of papermaking industry,while the per capital income level of residents is not significant in the multiple regression model.And the level of economic development in Shandong paper industry's transformation and upgrading is inseparable,in the impact of factors,the effect of financial support and technological innovation for the transformation and upgrading is higher than foreign investment and government support policies.Based on the results of the full-text analysis and measurement,this paper puts forward some policy suggestions based on the present situation and existing problems of Shandong papermaking industry's transformation and upgrading,just as follows:construct the specialized data platform;establish the relevant industrial projects to encourage and evaluate the evaluation system;to guide the implementation of regulatory and supervisory role;construct the straw raw material purchasing and storage system;to increase the use of renewable fiber and paper and forestry residues in using of fiscal and taxation policy support;revise the government procurement directory;propose revising the list of hazardous waste;propos high-tech enterprises to determine the conditions to adjust;to simplify the project approval process;to strengthen the role of associations and research institutes;establish the implementation of the assessment mechanism.
