Majiagou watershed, a typical representative of Basin hilly region, hasexperienced a long period of ecological restoration for the purpose of soil and waterconservation. During this period, the local agricultural economy had been in a state ofslow development due to the objective reasons of natural conditions and ecologicalprotection. Majiagou has accumulated a large amount of natural resources already, butthe agricultural economy is still at a level which is lagging behind the level ofecological restoration. The perspective of the coupling showed the fact that the largeamounts of natural resources didn’t support the development of the agriculturalindustry. In order to find a viable path to increase the level of resources coupled withindustrial, this paper formulated to provide a reasonable basis for a commonperspective from the system coupling theory, drawing on the experience of theJapanese agricultural modernization, then used coupling analysis and linearprogramming methods, combined with study of soil conservation and carbonsequestration, set different optimization scenarios, and ultimately put forwardreasonable suggestions to Majiagou watershed.This paper’s conclusions andrecommendations are as follows:(1) Labor migration has greatly influenced the development of local agriculture,so the local agriculture must improve labor productivity. While the watershed’sagricultural resources utilization was Inefficient, using the resources from the qualityand quantity of development method was the key to achieve the high-level coupledposture.(2) The local agricultural industry should be developed in a scale way, and thegovernment subsidies are not necessary and sufficient conditions for the establishmentof large-scale industry. Due to the ineffective role of agricultural cooperatives in the existing context, integration of industry and resources should be referred to a varietyof more under the ownership of companies to complete. Also learn from Japan’sexperience, facilities were the base of the mechanization of agriculture.(3) The apple industry in watershed should slow down the rate of expansion; thefocus should shift to how to build sophisticated management of orchards, in order toimprove the overall efficiency of the basin orchard. The greenhouse industry shouldmaintain the existing scale, in order to improve yields for the further developmentgoals. Because of the external environment, the scale of sheep farming industryshould be expanded within the range of watershed carrying capacity of naturalresources as much as possible. Production of carbon sinks can be considered as one ofthe industry, while promoting eco-economic development, but also helps to adjust theindustrial structure of the region, but the prerequisite is to establish a good carbontrading mechanisms and market. In addition, the local government should alsoincrease the popularity of soil testing, planting and other advanced precisionagriculture measures to further improve yields, thus under the premise of ensuringfood self-sufficiency, free up enough space to other industries.(4) This paper has set five optimization scenarios of possible development paths,include normal scenario, developing sheep industry by ways of feeding scenario,“feeding+round feeding” scenario, captive+carbon sinks scenario,"feeding+roundfeeding"+carbon sinks scenario, with the last four scenarios under the condition ofopen source of understory grass. After optimization of the various scenarios, the percapita income have been respectively improved by13.89%,29.12%,31.54%,19.1%,20%in the each scenario above, compared with that before the optimization, while thevegetation coverage steadily, erosion there is also a considerable degree of decline,respectively decreased by12.64%,10.1%,10.22%,14.61%,14.87%. Optimizationprogram should be chose on the actual situation, if requirement of moderately openunderstory grass and the construction and improvement of carbon trading market fullymet, then the scenario to optimize the development program5is optimal.
