| As an social and historical phenomenon, urbanization is the embodiment of thematerial civilization developmentand the motivation of the spiritual civilizationimprovement. As a part ofhistory, urbanization is not only the process of expandingnumber and scale of a town but also the process of urban structure and functiontransformation. Generally speaking, urbanization is represented by the process ofthe rural population turning into urban population rural land into urban land andrural lifestyle into urban lifestyle, which is not simple land urbanization, but acomplex population urbanization. Key points of Chinese urbanization are thecoordinated development of urban and rural area, scientific planning of cities’ sizeand layout, organized promotion of population urbanization transferred fromagriculture, and capability enhancement of small and medium cities and small towns.Rural urbanization is to promote land remediation according to the requirements ofadjusting measures to local conditions, step by step, farmers voluntarily, clearownership and improving people’s livelihood, ultimately realize farmers livingtogether by approaching on village level with administrative village as a unit.Studying on farmers’ welfare under different centralized residence modes isconducive to promote rural reform steadily, to promote the development ofagricultural production, to improve farmers’ living standards, to improve villageappearance and to give farmers more property rights. This article analyses andevaluates the effects of centralized residence on improving rural infrastructure andlife from the perspective of farmers.This paper mainly researches the centralized residence of Xianghe communityin Xinxiang with questionnairing. By referencing domestic and foreign experience inwelfare measurement and fuzzy mathematics judgment, on the foundation ofAmartya Sen’s Feasible Capability Approach, this paper selects6functionalactivities and23indicators to measure the change of farmers’ welfare before andafter Centralized Residence Construction. The functional activities includes economic situation, housing conditions, dwelling environment, subsistenceallowances, public participation and psychological factors. The indicators includesagricultural income, non-agricultural income, living spending, housing area,compound, building structure, water conditions, heating conditions, law-and-ordersituation, medical standards,educational plant, commerce prosperity degree, storagefacilities, traffic location, agricultural acreage, endowment insurance, socialmedical insurance, economic satisfaction, housing satisfaction, communitysatisfaction, social security satisfaction, and life satisfaction.On the base of detailed analysis of the change of farmers’ welfare, it can besummarized as follow:(1) the level of farmers’ welfare has reduced after theCentralized Residence Construction;(2) the Centralized Residence Construction hasreduced farmers’ economic capability, subsistence allowances and publicparticipation;(3) the Centralized Residence Construction has improved the housingconditions, dwelling environment and psychological aspects of the farmers;(4) thefactors of age and years been educated have influence on the conversion of economicfunction and psychological function. According to the conclusions above, this paperprovides solutions and suggestions to Centralized Residence Construction, which arerespecting the wishes of farmers, improving farmers ’income levels, improvingfarmers’ social security system, promoting the re-employment of farmers andestablishing psychological adjustment mechanism for farmers. |
