Abstract:The construction market of our country is still at the primary stage of market economy; we should study the advanced project management mode in western countries, and connect it with the concrete situation in our country, then improve and apply it. Partnering model is first proposed and successfully applied by United States. It is a new project management model, its basic idea is that only the active cooperation and coordination can create more value, avoid the waste of cost, play the efficiency of resources, and improve the comprehensive benefit of the project. Compared with the traditional project management mode, partnering model can obviously improve the relationship from the confronted interests into win-win cooperation, it not only increases the overall efficiency of the project, but also improves the member’s satisfaction, and brings great benefits to each other.China rarely uses partnering model in the project management, this paper focuses on how to use partnering model on the project management, through the study on existing theory and practice, hopes to improve, absorption, innovation the partnering model. An important reason for the development of partnering model is its theoretical basis, established on this basis can practice better; the previous research of Partnering model focused on theory, practical application, success factors, partner selection, performance evaluation and other aspects, which there are still some shortcomings, such as the selection indicators, the combination with china’s national conditions;This paper summarizes and overviews of the existing literature on the concept, organizational characteristics, classification of the partnering models, and defines the study scope, then compares the traditional project management with the Partnering model, summarizes the similarities、differences and advantages, explains the importance and urgency to use Partnering models; and proposes organizational structures and four stages of implementation processes on this basis, while refining the core mechanism of partnering model, considering the key issues based on the implementation process of partnering mode:determining the common goal, partner selection, evaluation of the effect of the implementation; established the evaluation index based on the previous studies on the partner selection factors and used Vague-Topsis methods to solve it, through case studies demonstrate the feasibility of the model; The implementation effect of Partnering model is directly related to owner’s evaluation of the work of the members and affect the distribution of benefits, this paper established the evaluation index system to evaluate implementation effect, by extension matter-element model to solve the incompatibility problem of indicators, and through the case of ShangHai pudong airport validated the scientific of the methods; Viewing of the current construction market, we proposed obstacles and the prerequisite to introduce the partnering model,in order to introduce the Partnering model to our projects gradually from a point to an area.
