As an advanced management model, Partnering model has been applied successfully in construction field in some countries in the Occident. Partnering , which based on mutual trust, changes the competition between participants in process of project implementation into coexistence relation. By decreasing the antagonism of collaboration by collaboration and using participant's internal resources at the most, it improves the overall performance of construction projects. This paper studies partnering in the constructing engineering project with the characteristic of construction of China, which will not only helps the innovation of China construction engineering project management model, but also helps the implementation and promotion of partnering model in China's construction industry.At the basis of the introduction of partnering model and traditional project management modes, the paper introduces the similarities and differences between partnering model and other project management models, and describes the theoretical basis and research methods of partnering model in construction. Based on the achievement of common goals in construction supply chain, the paper analyzes organizational structure design by using the organizational theory, and proposed workflow patterns of partnering model, then interprets the complement of partnering model in three core content, including the resolution of confliction, partnering Agreement, the performance evaluation systems and so on. Then the paper studies how to choose material suppliers of construction based on the entropy-based and TOPSIS, then through building evaluation system of selection of partners on the construction supply chain and using entropy method to determine the weight of each index factor, it also discuss models and algorithms of selection of material supplier by TOPSIS method, and verify them by application examples. Finally, Combining the characteristics of China construction engineering project, it proposed 19 critical success factors and gathered date by empirical survey questionnaire, by using SPSS16.0 analysis tools and through application of the factor analysis to combine significant underlying success factors into conflict resolution strategy, mutual trust and a willingness to share resources, and building a model of factors partnering composite score model.
