The rapid development of science and technology makes talent become to thefocus of competition among enterprises, it’s become to be a daily business focus thathow to fully utilize their existing human resources, objective assessment he behaviorof employees and make potential to be the greatest play through various managementmeasures, but also makes business management performance management becomes animportant issue.This paper took a state-owned enterprise group integrated in ShenZhen asresearch object, though analyzing the problems in performance management,explored how to apply the BSC theory into state-owned enterprise performancemanagement optimization process. The paper is divided into five parts research, thefirst part discussed the article background, significance, theoretical research scholarsand the main content; the second part is the theoretical basis of the study, introducedthe connotation of performance management and balanced scorecard, laied theprocesses of performance appraisal index system based on the Balanced Scorecard andthe import process of BSC; the third part introduces the problems in performancemanagement of GM Group, analyzed the reasons which causing the problem, discussesthe necessity and feasibility of the implementation BSC into GM Corporation BSCperformance management; the fourth part researched the construction of GM Groupbalanced scorecard performance management system, builded the company’s strategymap on GM Group’s development strategy, formed the departmental and staffperformance evaluation index system, calculated each index by AHP, describedtheimplementation, feedback and improvement, and application performance results ofthe GM corporation BSC performance management system; the fifth part is theimplementation of safeguards of GM Corporation BSC performance management,carrying out performance card management training extensive, creating aperformance-oriented management culture and establishing information managementsystem.It is not an overnight thing that constructs a performance management systembased on the Balanced Scorecard, it requires perseverance managers revised andimproved based on the actual conduct of business constantly. The significance in thisstudy is to provide a directional guidance for the GM group companies optimizeperformance management, helping the manager find a approach to enhance corporate performance management.
