China began to reform, the water industry in2000, encouraging the investors to enter the water industry by the model of BOT, entrusting operation and equity transfers. After10years of development, the water industry has obtained a great progress, and during this period many of water enterprise grow up, even some of them become nationwide water company. Now the water market concentration will improve continuously and the enterprises confront serious competition. On the other hand, with the growing awareness of environmental protection, the central government has set water industry as one of the Strategic Emerging Industry since2010. There are great opportunities for all water enterprises.XRTZ Company is one of the earliest traditional water companies in China. In the past10years the company focused on Chengdu market to improve its production and ensure the safety of water supply and drainage, but failed to seize the opportunity to achieve its regional expansion at the beginning of water industry reform with lower cost. Now the company is faced with problems such as, relying mainly on the Chengdu market, increased competition from nationwide water enterprises, company’s management can’t match with its development.In line with XRTZ Company’s strategy to be a national-wide water and environmental comprehensive service provider, the author has studied development of some advanced water enterprises, internal conditions and external environment of the company with the tool of SWOT, and suggest to implement the development measures of horizontal mergers and acquisitions, increasing engineering and construction business, expanding the industry chain to sludge and garbage disposal business and strengthening technology research and development. Meanwhile the company should adjust the organizational structure, enhance financing ability, improve human resource policy and invest to R&D, to ensure successful implementation of its measures.
