The Reason That Germany And France Hold Different Attitudes On China’s Photovoltaic Products Anti-dumping And Our Corresponding Measures

July2012, Solarworld Company represent European PV industry submitted an application, it formally request EU anti-dumping China PV products, they think China’s products price are lower than the normal price.At the beginning of anti-dumping, Germany and France’s attitude about anti-dumping is supported, but once implemented anti-dumping, the German’s attitude changed. There are differences between Germany and France’s position. It is worth exploring that what make Germany change its attitude.First we review the past study on anti-dumping trade effect. We summarize the four types of anti-dumping trade effect, and then create a dynamic game model to analyze the four trade effect and theoretically. We propose a hypothetical:the reason why Germany changes its attitude is that trade destruction effect and trade depression effect is significantly, and its trade diversion effect is no significant counts; but refer to France, its effect is opposite. This also illustrates a truth that the so called anti-dumping is nothing universal justice, when it benefit itself, he will accuse others, when it damage his interests, he will change his position. Then we established a model for empirical test for testing our hypothetical. Finally, we analysis of the causes of China’s photovoltaic industry problems, and give some corresponding advises.We selected eight HS code that announce finally bear anti-dumping duties totally ten products from2011to2013monthly data, then we use chart and comparative analysis to simply analysis the trade effects, finally we modeling to empirical test use the mentioned data. Finally give the conclusion.Then we analysis the reason why EU take anti-dumping action from the own perspective, and give the reason that EU take anti-dumping action, then combine the reason give some advices for the solution.
