Modern enterprises are faced with complex and changing internal and external environment. Changes in the environment may not only affect the normal production and business activities, but also lead to the generation of emergency logistics needs. To ensure the operation of the enterprise, it need to conducted in-depth research for enterprise emergency logistics.In order to study enterprise emergency logistics, the literature retrieval and analysis method is used firstly to understand the research status of enterprise emergency logistics in the domestic and international and grasp the main ideas and results of emergency logistics study. On this basis, interviews and field research of the actual situation of emergency logistics is conducted to build a foundation of the enterprise emergency logistics process management model. Finally, the enterprise emergency logistics process management model is verified through case studies.(1)The enterprises emergency logistics IWRE process management model is established, which includes four stages of identification, warning, response and evaluation of enterprise emergency logistics. And the four elements of the model is analyzed. The factors causing emergency logistics and the information collection methods is analyzed in recognition stage. The early warning indicator system of emergency logistics is built; the warning level determination method and the pre-control strategy is studied in warning stage. The start time of emergency logistics response and the method for determining the response level and developing response solutions of emergency logistics are studied in response stage. The comprehensive evaluation method of enterprise emergency logistics capability is proposed in the evaluation stage. The protection mechanism of enterprise emergency logistics process management is discussed finally.(2)The route optimization model of enterprise emergency logistics is established.. A reasonable assumption is proposed to the path selection problem of emergency logistics solutions according to the actual situation. With the objective of maximizing time satisfaction rate and minimizing transportation costs, a multi-objective transportation routing optimization model of enterprise emergency logistics is built. The genetic algorithm is used to solve the model, providing a method foundation for the transport program selecting. (3)The comprehensive capacity evaluation model of enterprise emergency logistics is proposed. Firstly, the evaluation index system of emergency logistics process management is established. Then the E-AHP method is used to determine the comprehensive weights for these indicators. Finally, the multi-level fuzzy comprehensive evaluation method is used to construct comprehensive evaluation model.By case study of the LJYC emergency logistics, the effectiveness of the process management IWRE four-stage model of enterprises emergency logistics is verified, thus providing a basis for improving enterprise emergency logistics management.
