With the refined social division of labor and companies centralized superior resources to do their own good at and high value-added business, the cooperation between enterprises is more and more frequent. Project management is to shift from single project management inside one company in the past to multi-sectorial cooperation between companies on program, this shift challenges companies who used to using single project management theory as their instruction. How can we ensure one multi-sectorial cooperation project across companies can achieve expected targets and is to complete meet the required scope, the overall quality, on or before the allowed time, and on or under budget? In such an environment of this complexity, how can ensure synchronization information timely and accurately and all sides can reach an agreement? In the situation of labor cost soaring even account for60%of enterprise’s total cost, how can ensure the project can be delivered on budget, even improve efficiency of team members to lower?How to integrate company’s project and development plan, project achievements and research and development results,thus promoting efficiency and utilization rate? How to bring project achievements into Knowledge Management System? How to integrate project management and development strategy of company? The comprehensive answers surrounding above problems ("Six Problems" for short) are innovative points of this research. Whether we can answer the above questions correctly is the key for project success or failure, even affect the company’s development strategy and profitability. This thesis mainly research on program management on multi-sectorial cooperation between companies, acquire methodology of program management from practice, answering the method of program management, meanwhile solving the problem about how project management and enterprise product management, human resource management, knowledge management, strategic management working together, making project management become a link of enterprise operation. To verify the feasibility of the methodology in practice, assessment criteria including requirements Change rate, project delay rate, UR%reduction rate, team satisfaction evaluation and problem solving in24hours is settled in this research. This methodology has actual reference significance by implement in the strategic cooperation project of company S(China’s largest social media platform) and company A(China’s largest e-commerce platform) and promote the project success.
