Beijing Technology Transfer Center (TTC), set up by universities and enterprises in Beijing with the support of Beijing government, is a new kind of technology agency. The establishment of Beijing TTC has its specific macro background among which are the require for the construction of national innovation system, the development of economy and S&T of Beijing, the status of university&industry technology transfer(UITT) activities in Beijing and the status of technology intermediaries in Beijing.The author has extended the NR-Relation Theory of Yu Saito in the thesis. On one hand, the author extended the applicable scope of the theory as to explain not only the international technology innovation and transfer but also the technology transfer between university and industry within one country; on the other hand, the author added a third factor, the channel(C) of UITT, to the former two factors N and R. This thesis is just composed on the basis of the extended NRC technology transfer theory.Based on theoretical analysis, the author, taking account of existing TLOs in and abroad, has designed the operational mechanism of Beijing TTC in this thesis through compositive consideration of the status of UITT in Beijing. It is the unfit NR relation of both the university and the industry that promotes the establishment of UITT. A technology transfer channel is necessary for the accomplishment of UITT. Therefore, the Promoting Mechanism is caused by the unfit NR relation of both university and industry, the integration of UITT channel and the urgent situation of an increasingly intensive competition. In order to satisfy the requirement of UITT and maintain a long run, in this thesis, the author has designed the Management Mechanism of Beijing TTC aiming to the integration of UITT channels and a proper form and criterion of resource allocating. Meanwhile, the Supervise Mechanism is designed to avoid the ineffectiveness and inefficiency of Beijing TTC in the course of resource allocating. In sum, the operation mechanism is composed by the Promoting Mechanism, Management Mechanism and the Supervise Mechanism. |
