| Land consolidation plays a key role on keeping the dynamic equilibrium of arable land and ensuring the target of farmland protection, it also has great significance on food security, relieving contradiction between human and environment, promoting the process of urbanization and socio-economic development. As one of the most important capital source of land consolidation,the allocation and using of new construction land compensation fee effects the efficiency and focus of land consolidation. To improve the efficiency and perfect the management of the fee, in2007the ministry of finance and the land resources management department issued on the adjustment of distribution of the central parts’of new construction land compensation fee, which support and guide the land consolidation of major grain producing areas, increase the cultivated land as well as improve the land use efficiency effecitvly. Howerer, there are also some problems hindering the allocation and using efficiency of the fee. So how to create a more comprehensive and effective factors set, improve the efficiency of the using and allocation of central parts’of the fee, and seek a goals balance between the cultivated land protection, productivity improvement, soil and water conservation and ecological improvement, improve the land the expected effect, is one of the most important problem to be solved at present.In this paper, based on analyzing the objective of the allocation and using of new construction land compensation fee, the optimization of allocation of central parts’new construction land compensation fee was applied, a BP neural network model was built to depict the dynamic relationship between the fee and efficiency of land consolidation, and land consolidation expected efficiency of allocation of central parts’new construction land compensation fee in different goals was simulated.The results show that the factors’ influence to the allocation efficiency at each objective differs from one another, the factors should be chosen according to the allocation target. The main conclusions of the paper are:(1) Under the same fee distribution target, the social benefit of land consolidation is the highest, as well as the ecological benefit is the lowest;(2) The excepted benefit of the new construction compensation fee’s allocation arranges from high to low as:the comprehensive efficiency goals, land use efficiency targets, and cultivated land protection objective, resource allocation and fair target, the distribution of the fee under comprehensive efficiency targets is the optimum scheme;(3) the benefit of land consolidation under each fee allocation scheme differs according to different new construction land compensation fee distribution target and land consolidation target, but overall the growth of benefit value is more than benefit reduce compared to reality. In all the provinces the general effect of land consolidation improves via optimization design.(4)The distribution target of new construction land compensation fee has a great influence on the input-output efficiency of land consolidation, the input-output efficiency arranges from high to low as:the comprehensive efficiency goals, land use efficiency targets, and cultivated land protection objective, resource allocation and fair target. |
