| With the continuous deepening of the new round of power system reform and the proposal of the strategic goal of "carbon peaking by 2030 and carbon neutrality by 2060",it is necessary to build a new power system dominated by new energy and to promote the distribution network from extensive growth to high quality development.Strengthening the process control and investment planning of distribution network projects is an important part of the high-quality development of distribution networks under the new situation.However,the process control level and input-output benefit level of existing distribution network projects still need to be improved.At the same time,the evaluation of distribution network projects lacks the consideration of cutting-edge indicators under the new situation,which seriously hinders the refined control and systematic investment level of distribution network projects.Under this circumstances,consideration of environmental benefit indicators under is of great significance to construct the whole life cycle process management and control evaluation model of distribution network projects,and the input-output benefit evaluation model of regional distribution network projects,which can further improve the accuracy and scientificity of the evaluation for distribution network projects.Based on the impact of the goal of "Carbon Peak and Neutrality" on the process control of distribution network projects,this paper first selects the evaluation indicators for the process management and control of distribution network projects,and uses the ISM model to verify the criticality of the evaluation indicators.The evaluation index system for the whole life cycle process management and control of distribution network projects under the goal of"Carbon Peak and Neutrality" has been established in terms of early,middle and late management and control,economic benifit,technological benifit,social benefit and environmental benefit.Secondly,from the perspective of distribution network project management and control,the cloud model is used to quantify the qualitative indicators,and a comprehensive evaluation model for the whole life cycle process management and control of distribution network projects based on the WAHM-IEWM-CRITIC-TOPSIS method is constructed.The example analysis shows that the process control of distribution network project is a systematic project for all-round fine management of quality,progress,safety and efficiency,and considering environmental benefits can improve the scientificity of project process control evaluation under the goal of "Carbon Peak and Neutrality".Finally,from the perspective of distribution network investment planning,the carbon emissions of power supply are introduced as the environmental undesirable output index,and the input-output benefit evaluation model of distribution network based on SBM-DEA with undesirable output is constructed.The example analysis is carried out for distribution network projects with different voltage levels in 10 regions of City T.The results show that the proposed model has more advantages than the traditional DEA model,and the non-DEA effective region should appropriately control the investment level and pre-control level of 10KV distribution network projects.Through this study,considering the influence of the goal of "Carbon Peak and Neutrality" on the process control of distribution network projects,the proposed method for the whole life cycle process control and input-output benefit evaluation of distribution network projects has good evaluation effect.These methods can be extended to other regions to carry out the application,which is helpful to realize the fine level of the whole process control of the distribution network project,and to promote the high quality development of the distribution network under the goal of "Carbon Peak and Neutrality". |
