Study On The Efficiency Evaluation Of Industry-university-research Cooperation In Guangdong Province

With the development of economic globalization, the relationship betweenscience and technology and economic development become more closely.Knowledge-based economy has become the main trend of the current economicdevelopment. In this context, as one of the effective way of knowledge into theeconomy, Industry-University-Research Cooperation (IURC) is a necessaryrequirement of technological innovation and economic development. SinceProvince-Ministry IURC pilot was started, the efficacy of Guangdong Cooperative isgradually enlarged; Guangdong has achieved big economic and social benefits. But inthe process of development, Guangdong Cooperative encountered many problems.Such as, parties have quite different objectives, the lack of effective communication,scientific and technological achievements conversion rate is not high and the lack oflong-term binding mechanisms. Therefore, to evaluate the efficiency of GuangdongCooperative at this stage and to explore the path of optimizing and enhancing is animportant research topic.First of all, this paper describes Transaction Cost Theory, Resource dependencetheory, Asymmetric Information Theory, Triple Helix Theory, Input-Output Theory,DEA Model, and other relevant IURC and IURC efficiency evaluation theory.Summarizes the IURC achievement of Guangdong from three angles: Scale, Level,and Effect. And identify the problems in Guangdong Cooperative. On this basis,through studying on the existing regional research cooperation research literature,referring to the existing evaluation system efficiency and its construction principle,this paper constructs evaluation index system of Guangdong Cooperative efficiency.After the completion of collecting raw data, Guangdong Cooperative efficiency wasevaluated by using DEA method. Calculated results show that the current efficiencyof Guangdong is invalid. It is need to take further develop policies to achieve optimalallocation of resources. And take Shenzhen as an example to put forward relevant optimization and adjustment programs. Finally, this paper proposes related policyrecommendations, such as improving the service system, strengthening governmentguidance, playing the main role of enterprises, paying attention to participating ofuniversities and research institutes.There are two aspects about the main innovation of this paper. One is innovativeresearch perspective. This article committees to study on the IURC efficiency inGuangdong, differently from the domestic researchers mainly research models andmechanisms of Guangdong Cooperative, which study the situation of researchcooperation in Guangdong from a new perspective, fatherly expand and extend thestudy on the efficiency evaluation of regional research cooperation. The other one isinnovative research methods. Due to lack of research cooperation database and otherobjective reasons, domestic researchers mainly choose “similar data" to evaluateefficiency of the IURC. This article selects the survey data from research cooperationprojects in Guangdong and realizes Cooperative efficiency evaluation of Guangdongby using data envelopment analysis (DEA) model.
