With the development of global warming, the national environmental awareness has beencontinuously strengthened..Our government also formulated a series of policies to reduce greenhousegas emissions based on the economic development. At the same time. the economic developmentmethod has also been constantly adjusted, from sustainable development to the green economy to lowcarbon economy currently, it also shows the Chinese government on greenhouse gases especially theimportance degree of carbon emissions continue to increase, low carbon economy is mainly refers tothe process of economic development, by reducing energy consumption or the development of newenergy to replace coal and oil, reduce carbon emissions from energy consumption in, thus reducing theamount of carbon in the atmosphere, reduction of greenhouse gas. Hebei Province in order to expandthe coverage of national policy, the development of low carbon economy extends to the county, aseveryone knows, the development of county economy is an important part of national macro GDPdevelopment, low carbon development of county economy is directly related to our total carbonemissions, so this paper Quzhou County in Hebei Province as an example, focus analysis from theperspective of the relationship between carbon emission and Quzhou county regional economicdevelopment, provides the reference for the development of low carbon economy of countrywidecounty region.In this paper, the development of energy-saving emission reduction and low carbon economy asthe theoretical basis, research at home and abroad through carbon emission reduction and thedevelopment of regional economy of relevant literature, understand the current research in this aspect,and on this basis, put forward the research significance and the research in this paper, the innovationpoints, then taking Quzhou County of Hebei Province as an example, qualitative and quantitativefactors that influence the Quzhou County of Hebei Province carbon emissions through analysis,empirical analysis the relationship between the weighted grey correlation model of carbon emissionand the influence factors, and then using the improved EKC model as a basis for analysis of therelationship between carbon emission and Quzhou county regional economic development, and therelated sequence of ADF unit root test, cointegration test and the Grainger test, through empiricalanalysis that the regression relationship between them; finally, according to the empirical results, putforward the corresponding countermeasure and suggestion.By applying the relevant model this paper draws the following conclusion, on the one hand,energy consumption is the main factor affecting the carbon emissions, followed by the consumerprice index; on the other hand, there is a long-term stable equilibrium relationship betweeneconomic growth and carbon emissions in Quzhou County, EKC curve for the N type, throughthe Grainger test that Grainger the reason of Quzhou County economic growth is not sustainable growth in carbon emissions, and carbon emissions is a regional economic growth promotingfactors, this is because the first rise period the Quzhou county is in the EKC curve, therefore theincrease in carbon emissions to a certain extent, will accelerate the local economic development,the actual situation with Quzhou County. In accordance with. Finally, according to theconclusion, the consumption structure, the adjustment of industrial structure from the energyand environmental governance investment amount and the "energy saving" and "reduction"work on four aspects puts forward some countermeasures and suggestions on economicdevelopment in Quzhou county.
