| Abstract:with the fast-growing Chinese economy, housing demand continues to improve, competition among real estate enterprises has become intensely. It is necessary for Enterprises to achieve project objectives and increase economic efficiency through effectively cost controlling.Value engineering is a combination of technical and economic modernization of management science. Design is the basis for project development, unreasonable or defects in design will result in increased project investment. Value engineering theory and methods used, on the premise of engineering structures and use the functional requirements, scientifically analysis real estate residential projects and selection and optimization of design phase of all programmes to improve the function and value of the project and to control the cost, thereby increase project investment efficiency. Real estate is an important factor affecting the development of the national economics, value engineering in the real estate industry will have broad application prospects.First, the cost control during the design phase is compared and value engineering is selected as the main methods of cost control, the project development costs is described, as well as entry points and at all stages of value engineering analysis, the significance of the application of value engineering is explained in design phase and requirement.The "SF" instances of project development is taken as a example to verify the scientificity and practicability of value engineering in design stage.
