Study On Agricultural Policy Bank In Gansu Branch Supporting For The Rural Infrastructure Facilities Construction

Building a new socialist countryside is a major historic task in the course of our country's modernization, and it is the direction of the rural construction in the new period. Rural infrastructure is the basis for the survival and development of the rural society, and it plays a very important role in the development of agricultural economy in the rural areas. China Agricultural Development Bank is the only agricultural policy bank in China, which is a "three rural" service, which plays an important role in rural finance.In this paper, the relevant concepts of agricultural policy financial support for rural infrastructure construction are defined, based on the reference of domestic and foreign agricultural policy financial development, infrastructure investment and financing, policy financial institutions to support rural infrastructure construction.Through the analysis of the current situation and difficulties of rural infrastructure construction in Gansu Province, the reasons of the problems are analyzed, and the feasibility of agricultural policy finance supporting the construction of rural infrastructure is put forward. At the same time, this paper expounds the present situation and restriction factors of the development of rural infrastructure construction in China. Finally, through the Gansu branch of financial innovation case for agricultural development and rural infrastructure construction loan business operation mode, loan management, risk control and other aspects of active exploration, the following countermeasures: accurate grasp of business support areas, strict credit access management, and improve the quality and efficiency of the management,strengthen the stock of loans, credit management, strengthening the basic management.The functions of the Agricultural Development Bank of Gansu can better promote its sustainable development, provide theoretical support and practical measures to promote the development of agriculture and rural infrastructure credit business, andprovide valuable advice for the promotion of agricultural policy finance and rural infrastructure development.
