The Research On Hunan Province Centralized Drug Procurement Bidding Optimization

Differs from some European countries, Chinese drug dispensation doesn’t separate from the medical practice. All those lead to serious commercial bribes and high drugs price which the people cannot afford. In order to solve these problems, since2000, China has carried out the Centralist Tender for Drugs Purchase (CTFDP) in all medical institutions. In the whole tender process, the bidding evaluation is the most important aspect which decide the success of medicine bidding and procurement project. Therefore, research on the more reasonable bidding-evaluation method means quite a lot to improve the science and transparent of the procurement and to prevent the unhealthy tendency, and improves the quality of the bidding work.Taking into account of the short time in drugs bidding and purchasing project, and the dependence on the experts, I conducted the AHP to determine the weights and used gray comprehensive evaluation basing on the gray relational analysis to evaluate the bidding. In this way, information distortion during the phase of centralist tender for drugs purchase in China will not be a problem.
