Putting the national essential drug system into effect is the core of deepening the reform of medical and health system, which will guarantee the sufficient supply of the essential drugs as well as their appropriate clinical use, so as to effectively realize the fairness of basic health care service. The implementation of the Double Envelop pattern of essential drug bidding system is an innovation of the essential medical system. Through economic technical and business two copies of the tender, which screened drug-makers and bidding varieties from qualification and price. Hence, theoretically, the Double Envelope bidding pattern will both lower the drug prices and insure the drug quality.But with the further development of centralized procurement, some problems have exposed. For example, emphasizing too much on prices will probably threaten the availability of the drugs; and the lag in the evaluation of drug quality tends to prevent the high quality products from surviving the preview. Aiming at solving the similar problems, the paper puts forward some suggestions from three aspects. Firstly, according to the product attributes, the government should play a dominant role by cooperating with the market and sharing the responsibility of supplying the public products, thus solving the problems respecting the drug quality which results from the excessive dependence on the market competition to lower the prices because of lack of investment of government. Secondly, this paper proposes to evaluate the current Double Envelope bidding pattern and increase the weights of both medical clinical use effect and supervision of adverse drug reaction. Meanwhile, a more scientific evaluation system covering the drug quality, Pharmacoeconomics, and the safety, effectiveness and stability of essential drugs, etc. should be established to make up the flaws in the period of bidding process design and drug quality evaluation, so as to prevent the unfairness and injustice caused by the information asymmetry, interior effect, and the power of rent-seeking. Last, the Third-party evaluation mechanism should be introduced into the overall process of essential drugs bidding in order to eliminate the lack of information transparency involved in the matter of medical standard formulation, cost investigation and quality assessment.
